  • (a) It is essential to the state's economic growth that the state maintain a competitive position in the global economy and that public and private institutions of higher education coordinate programs for international awareness. The Texas-International educational development program is established as a means to accomplish this purpose in coordination with the Texas-Mexico educational development program provided by Chapter 147 of this code to improve the state's economic growth through its relationship with Mexico.

    (b) Providing appropriated funds to the Texas-International educational development program to be awarded to eligible institutions to develop programs for the enhancement of foreign language proficiency, geographic awareness, understanding of cultural diversity and of international business practices and for the coordination of efforts among institutions of higher education will enhance the state's economic growth.
