Sec. 531.411. POLICYMAKING AND MANAGEMENT RESPONSIBILITIES

The executive commissioner, with the advice of the council, shall develop and the commission shall implement policies that clearly delineate the policymaking responsibilities of the executive commissioner from the management responsibilities of the commission and the staff of the commission.
