Sec. 614.106. RULES; APPLICABILITY OF ADMINISTRATIVE PROCEDURE ACT

The director shall adopt rules for the administration of the program authorized by this chapter in accordance with Chapter 2001. The rules must ensure public participation, transparency, and accountability in administration of the program.
