(a) The board shall adopt rules governing the functions of the department, including rules that prescribe the policies and procedures followed by the board and the department in the administration of any local services programs, employment programs for the aged, volunteer programs for the aged, or other programs.
(b) The board by rule or order may delegate its rights, powers, and duties to the executive director.
