Sec. 533.002. COMPETITIVE REVIEW REQUIREMENT

The department shall establish procedures to:
(1) promote more efficient use of public funds;
(2) ensure periodic review of department management and support activities in order to:
(A) improve department operations;
(B) improve the determination of costs;
(C) increase department productivity; and
(D) remain competitive with the private sector; and
(3) ensure that the state not provide a service that is available through the private sector unless the state can provide the service at a lower cost.
