Sec. 36.003. RULES RESTRICTING ADVERTISING OR COMPETITIVE BIDDING

The commissioner may not adopt rules restricting advertising or competitive bidding by a person regulated by the department except to prohibit false, misleading, or deceptive practices by the person.
