(a) An attorney in fact may not write insurance in this state or for residents of this state or covering property located in this state unless the attorney in fact holds a certificate of authority issued under this chapter.
(b) Except as otherwise provided by this chapter, an attorney in fact must:
(1) be a resident of this state; and
(2) maintain the attorney in fact's office in this state.
