(a) If the committee proposes to refuse a person's application for examination, to suspend or revoke a person's license or permit, or to place on probation or reprimand a person, the person is entitled to a hearing before the committee.
(b) A proceeding is begun by filing written charges with the committee under oath. The charges may be made by any person.
(c) Proceedings under this subchapter are subject to Chapter 2001, Government Code.
