Sec. 223.043. CITIZEN'S PREFERENCE IN EMPLOYMENT

In a contract for the construction, maintenance, or improvement of a designated state highway, the department may require that a citizen of the United States and of the county in which construction, maintenance, or improvement of the highway is being proposed shall be given preference in employment to perform manual labor.
