When acting on behalf of the district, the board may contract with the following entities to furnish the staff, facilities, equipment, programs, and services the board considers necessary for the effective operation of the district:
(1) a municipality, county, special district, or other political subdivision of the state;
(2) a state or federal agency;
(3) an individual; or
(4) an entity in the private sector.
